What is the difference between transshipment and transfer?


I read that sometimes indoor flowers need to be "transplanted", and sometimes "overloaded" .. In what cases are both appropriate?

Repotting - Take the plant out of the old pot, shake off the soil, remove old or rotten roots, and plant the plant in a new pot in new soil. And transshipment - you take out a flower with a clod of earth and transplant it into a larger pot and add earth. That's the whole difference.
